Progress in 2006/07

During 2006/07 the BRG has:

  • established four key principles of Trust, Accountability, Simplicity, Clarity and promoted them amongst the Sector Organisations
  • acted independently
  • responded to and reflected upon issues raised by sector leaders and front line staff
  • met Senior Managers from Sector Organisations to gain commitment from the top to reducing bureaucracy
  • agreed targets for reducing bureaucracy with LSC, QCA & Ofsted/ALI and received reports on their progress
  • visited providers to hear what their views
  • engaged in national debate on self regulation for the sector, ensuring that reduction of bureaucracy was high on the agenda
  • introduced a scrutiny process for new policies from conception through implementation to evaluation of impact
  • scrutinised:
    • Train to Gain –  leading to a review of burdens
    • Framework for Excellence – leading to agreement to more frontline involvement
    • Worked with MIAP to embed principle of “collect data once; use many times”
  • worked with LLUK on reducing burden of Workforce data requirements.
  • responded to the FE White Paper and to the Simplification Plan of the DfES
  • reviewed research on bureaucracy issues and carried out a pilot scheme on measuring administrative burden


Sector Organisations - Outcomes 2006/07:


DfES (now DIUS/DCSF):

  • Implementation of FE White Paper: new relationship with providers; simplified quality landscape; requirement for simplification plans
  • Action plan for Simplifying FE System: simplification, reducing administrative burden, better ways of working, policing & monitoring
  • Impact/VfM assessment introduced
  • Information Authority & Communications Gateway Panel established

LSC:

  • Reduced audit requirements
  • Application of standard measure of qualification success rates across schools, colleges & work based learning providers
  • Apprenticeships: guide to assist providers & employers to reduce administrative burden
  • Train to Gain: reduced administration for providers: simplified funding, standard ILR completion procedures, access to forms & advice on-demand
  • MIAP: Introduction of Common Data Definitions and UK Register of Learning Providers; trialling of Learner Registration Service, incorporating a Unique Learner Number
  • One-stop-shop for secure data & documents
  • Framework for Excellence: BRG scrutiny of pilot

OFSTED:

  • Merger of Ofsted and ALI
  • Risk based assessment with shorter and less frequent inspections where risk is low
  • More effective use of data
QCA:
  • Projects on reduction of burden on providers by awarding bodies – outcomes 2007/08
  • Introduction of QCF - outcomes 2007/08
QIA:
  • Clarification of roles in relation to quality
  • Streamlining of QIA services & sharing of best practice
